製造商須用各種必要的方法以確保製造過程符合技術檔所述,檔案的內容應清楚的證明產品在設計觀點上,是安全的,而且能確定在製造過程中一直都符合。建立安全設計較好的方法是,先表示符合所列出的調和標準,而以測試報告為證據。調和標準會定期地發表在EC的官方公報(Official Journal)。使用已受認可的檔(如EN標準)可以確定準備檔案的這個人考慮了在其工業領域的最佳資訊,而不只是他們自己的經驗。無論如何,此宣告必須考慮 LVD 的必要安全規範,而此規範可能超越調和標準的要求。大體而言,如果產品很明顯地在某EN標準的規範範圍內,則此EN標準就已足夠。
為確保符合的持續性,製造品質系統要有相對於可評量安全的對應參數。首先,是對每個樣品在運送之前所做的下線測試(包括接地連續性、抗電絕緣強度、絕緣電阻),其次,是要能夠從測試的結果中搜集到與產品安全相關之關鍵元件與材料(critical
components and materials),如保險絲、隔離變壓器、可燃的塑膠等,依據EN標準做測試可以找出關鍵元件。
LVD指定歐盟會員國必須採取適當的方法,確保在國內市場中銷售的電氣設備不致危害人民安全,也不會危及國內動物或財產。因此必須做到:
設備必須依照安全守則,以良好方式進行設計
設備必須正確裝設及維護
設備必須依設計目的使用
符合性宣告的內容
製造廠商或歐盟內授權代表的名稱及地址
電氣設備說明
協同標準參考
必要時,必須包含製造廠商或其在歐盟內之授權代表宣告符合性時,所根據的詳細說明參考文件
授權委託之簽署者的身份證明
產品(首次)獲得CE標誌年份的最後兩位數字 符合性宣告必須以至少一種歐盟官方語言撰寫。
技術文件的內容
技術文件必須包含電氣設備的設計、製造及運作等詳細數據,用以評估此電氣設備是否符合指令規定。 因此,文件必須包含: 產品的一般說明 設計及製造圖,以及組件、子組件、線路等的圖解。 解說前述圖面及圖解,以及此電氣設備運作的說明文件 全部或部分使用的標準清單,以及在標準尚未規定的部分,用以符合安全要求的解決方案。 設計計算及進行檢查等工作的結果 測試報告(由製造廠商或第三單位提出之測試報告)
保管技術文件的單位及地點?
製造廠商或其在歐盟的授權代表,由此產品最後製造之日起,必須保管此文件至少10年,供政府有關單位隨時進行檢驗之用。 技術文件亦可以電子方式保存,但前提是必須容易進行檢驗。 如製造廠商在歐盟並無據點且無授權代表,此項責任則屬於進口廠商或在歐盟市場銷售之負責人。
如果設備符合所有會員國認可的特定安全規定,亦即符合這些條款。 在不影響其它形式證明下,可藉由參考規定良好設計方式的協同標準,證明其符合性。 LVD制訂的時間早於CE認證標誌成立時間。 CE認證標誌即為近幾年由歐盟草擬的這些新方案指令。 指令93/68/EEC修改了LVD,以符合現今的需求。
根據指令93/68/EEC,製造廠商或歐盟內的授權代表可擬定一份符合性宣告,在產品上附加CE標誌,標示其符合LVD及相關規定。
由產品上市時開始,製造廠商必須將技術文件保留10年,供相關單位進行檢驗之用。
符合性宣告
「符合性宣告」的一般內容可在指令的附錄3(B)查得。 詳細說來,此項宣告必須包含:
